Government Establishes Committee to Implement New Criminal Laws

JAMMU : In a significant move towards the seamless implementation of new Criminal Laws in the Union Territory of Jammu and Kashmir, the Union Territory Administration has taken a proactive step by forming a UT Level Steering Committee.

 

Chaired by the esteemed Chief Secretary of Jammu and Kashmir, the committee has been tasked with formulating a comprehensive and time-bound roadmap to ensure the successful execution of three pivotal laws: Bharatiya Nyaya Sanhita (BNS), 2023; Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023; and Bharatiya Sakshaya Abhiniyam (BSA), 2023. The effective date for the enforcement of these laws has been officially set for the 1st of July 2024.

 

The creation of this committee underscores the government’s commitment to upholding the rule of law and enhancing the legal framework within the Union Territory. By anticipating the challenges and intricacies associated with the implementation of these new statutes, the committee aims to ensure a smooth transition while safeguarding the rights and interests of the citizens of Jammu and Kashmir.

 

Comprising a diverse array of high-ranking officials and legal experts, the committee embodies a wealth of knowledge and experience essential for navigating the complexities of legal reform. The distinguished members of the committee include:

 

Principal Secretary, Home: Tasked with coordinating efforts between various departments and overseeing the execution of the new laws.

Director General of Jammu and Kashmir Police or Representative: Ensures law enforcement perspectives are effectively integrated into the implementation strategies.

Director General of Prisons, Jammu and Kashmir: Responsible for addressing issues related to incarceration and rehabilitation within the framework of the new laws.

-Director General of Prosecution, Jammu and Kashmir: Provides legal expertise and guidance to ensure compliance with legal procedures and safeguards.

Secretary, Department of Law: Offers insights into legal intricacies and facilitates coordination with judicial bodies.

Additional Secretary, Home:Supports the Principal Secretary in administrative tasks and liaises with other government departments.

Judicial Officer (to be nominated by the Department of Law): Represents the judiciary and provides valuable input on legal matters and procedural aspects.

Director of Forensic Science Laboratory, Jammu and Kashmir: Contributes expertise in forensic analysis and evidence gathering, crucial for effective law enforcement.

 

Together, these eminent individuals form a formidable team dedicated to steering the implementation process towards success. Their collective expertise and collaborative efforts are aimed at ensuring the effective enforcement of the new Criminal Laws, thereby promoting justice, security, and the rule of law within the Union Territory of Jammu and Kashmir.

 

With a clear mandate and a robust framework in place, the UT Level Steering Committee is poised to address the legal challenges and complexities associated with the new statutes, paving the way for a more equitable and accountable governance structure in the region.
