Unavailability/inadequate manpower marring Regularisation and Transition of Rehbar-e-Taleem Teachers: Chairman JKTA Shah Fayaz

Srinagar(PTK): In a statement issued to media, Chairman Jammu and Kashmir Teachers Association Mr. Shah Fayaz said, that from past few weeks process of ReT regularisation and Transition has gone down drastically owing to unavailability of manpower. “The recent transfer of Joint Director Central/North, OSD SSA and I/C Transition has badly impacted the overall process of ReT regularisation and Transition because of which hundreds of ReTs/RReTs are suffering”, said Shah Fayaz.
Mr. Fayaz said, “the transfer of JD Central who was also holding the additional charge of JD North has left the respective posts of JDs vacant because of which no fresh cases of transition could be processed at District Level as the JD is mandated to act as Chairman of concerned District Level Screening Committee for Transition of RReTs as Teacher Grade-II/III as envisaged in the Government Order No 23-Edu of 2019”. Referring to recent circular issued by DSEK for transition of Teacher Grade-III as Teacher Grade-II, Mr. Fayaz said, “the circular is of no value until posts of Joint Central and North are filled up because in absence of Chairman, the District Committees won’t be able to process the transition cases. Although DSEK has taken up the issue with Administrative Department but after that neither has DSEK has taken up the issue personally with the administrative department (as was promised by him earlier) nor has been any reminder issued in the instant case and it seems Worthy DSEK is least bothered about the gravity of the situation”.
Mr. Fayaz said, “last month OSD SSA and I/C Transition were transferred and till date no replacements have been made”. Mr. Shah requested the DSEK to deploy the necessary manpower so that transition process is starting again. “The burden of transition process has been put on single person whereas same requires at least three persons, if department wants to wind up the process in time-bound manner, said Fayaz.
Mr. Shah said, there are in Directorate around 700 cases of ReTs and RReTs pending regularisation/transition majority of which are waiting character antecedents verification and remaining files are pending nod from divisional committee for transition/regularisation. Besides these, there are 135 cases of Overlapping candidates whose files are yet to be submitted to Administrative Department for settlement of their study period and more than 670 cases of Reduced RReTs are pending at District level who are yet to be transitioned as Teacher Grade-II/III and all this work requires adequate and efficient manpower so that process is culminated as soon as possible since delay in completion of same is also obstructing the framing of transfer policy for Teacher Grade-II/III cadre.
“OSD SSA was also holding the charge of departmental representative in District Departmental Promotion Committees of a number of Districts and post his transfer, functional as well as non-functional (In-Situ/Time-Bound) promotions have come to halt and despite passage of one month no replacement has been announced by the DSEK because of which thousands of employees are suffering not only financially but mentally as well since they have now grown apprehensive about their career progression” said, Shah Fayaz.
At last, Mr. Fayaz appealed to Commissioner Secretary to Govt. GAD, Principal Secretary to Govt. School Education Department and Director School Education Kashmir to do the needful as soon as possible so that employees may have a sigh of relief.(PTK).
