Chief Secretary Calls for Saturation of Welfare Schemes Across J&K

Srinagar, June 9 (PTK): Chief Secretary Atal Dulloo on Monday chaired a high-level review meeting with Administrative Secretaries to assess the implementation and saturation of beneficiary-oriented schemes being executed by various departments across Jammu and Kashmir.

During the meeting, the Chief Secretary stressed the need for ensuring complete coverage of all eligible beneficiaries under welfare schemes through proactive outreach, awareness campaigns and effective implementation mechanisms.

He directed all concerned departments to bridge the gap between identified targets and beneficiaries already covered under various schemes and ensure that benefits reach every eligible individual in a time-bound manner.

Emphasizing grassroots-level outreach, Dulloo called for the preparation of concrete action plans to identify and enroll all eligible beneficiaries. He observed that it is the responsibility of the administration to ensure that no deserving person is left out of welfare initiatives.

“The benefits of government schemes must reach every eligible citizen. Leaving any deserving beneficiary uncovered would amount to a disservice to the people,” the Chief Secretary said.

He further instructed departments to undertake regular reviews of their respective schemes and establish measurable targets at every administrative level to ensure systematic and efficient delivery of benefits.

Earlier, Commissioner Secretary, Planning Development and Monitoring Department, R. Alice Vaz, informed the meeting that 66 beneficiary-oriented schemes are currently being implemented across Jammu and Kashmir through 18 departments.

She said these schemes provide direct assistance to citizens and play a crucial role in improving socio-economic conditions through interventions in areas such as food security, housing, healthcare, education, livelihood generation and social protection.

A detailed presentation highlighted the beneficiary groups covered under each scheme and the nature of assistance being provided through direct cash transfers, subsidies, insurance coverage, educational support and livelihood promotion programmes.

The meeting was informed that out of the 66 schemes, 21 are being implemented by the Social Welfare Department, eight by the Health Department, seven each by the Agriculture Production Department, Rural Development Department and School Education Department, while three schemes are being implemented by the Tribal Affairs Department. The remaining schemes are being executed by various other departments.

Several flagship programmes were reviewed during the meeting, including Pradhan Mantri Fasal Bima Yojana (PMFBY), PM-KISAN, Sub-Mission on Agricultural Mechanization (SMAM), National Livestock Mission, PM Formalisation of Micro Food Processing Enterprises (PMFME), One Nation One Ration Card, PMAY-Gramin, Himayat, PM Surya Ghar Yojana, PM Vishwakarma, besides various pension and scholarship schemes.

The meeting also reviewed welfare initiatives being implemented by the Health, School Education and Skill Development Departments aimed at improving healthcare services, educational opportunities and employability among the youth.

Reiterating the importance of public awareness and continuous monitoring, the Chief Secretary said that targeted outreach campaigns and effective implementation at the grassroots level would be key to achieving saturation under all beneficiary-oriented schemes and ensuring that government welfare measures reach every eligible citizen across Jammu and Kashmir.(PTK)
