JKECC Strongly Condemns Twin Incidents of Assault on Government Employees; Seeks Immediate Legal and Departmental Action.

Won’t stop until justice is delivered in both the cases, dignity of employees above everything: Shah Fayaz

Srinagar , March 28 , 2026(PTK): The Jammu & Kashmir Employees Coordination Committee (JKECC), under the leadership of its President Shah Fayaz, expresses deep anguish and strong condemnation over two highly disturbing incidents involving physical assault and mental harassment of government employees while performing their legitimate official duties in Banihal and Ganderbal.

While in the first incident, Zubair Latif Shah, Accounts Assistant (Panchayat),posted in BDO office Banihal was allegedly subjected to physical assault and mental harassment by the BDO Banihal. It is particularly distressing to note that the official has been diligently discharging his official responsibilities while simultaneously handling additional assignments related to election duties as assignment by the Deputy Commissioner Ramban, reflecting his commitment and immense sense of duty. Subjecting such an employee to any form of coercion or harassment is not only unjustified but also a direct affront to the principles of administrative fairness and workplace dignity besides a clear cut violation of the CSR and officials decorum.

In another equally condemnable incident, Subzar Ahmad Thoker, PAA posted with BDO Kangan, was reportedly manhandled by certain locals at Chinner, Ganderbal while carrying out his legitimate official duties. Such acts of violence against public servants are unacceptable and undermine the very fabric of a disciplined and lawful society.

JKECC unequivocally asserts that no officer, irrespective of rank or position, is authorized to physically assault, intimidate, or harass any colleague or subordinate. Professional disagreements or official issues, if any, must be addressed strictly within the framework of established laws and service rules, particularly in accordance with the Civil Service Rules (CSR). The workplace must remain a space governed by mutual respect, accountability, and the rule of law.

The Committee also emphasizes that any act of aggression or violence against public servants by members of the public is deeply regrettable and must be dealt with firmly. Citizens and public representatives are expected to follow lawful and institutional mechanisms by approaching higher authorities for grievance redressal rather than resorting to unlawful conduct.

JKECC calls upon the concerned administrative authorities and law enforcement agencies to take immediate cognizance of both incidents and ensure that strict legal and departmental proceedings are initiated against all those found responsible. Swift and exemplary action in such cases is essential to restore confidence among employees and uphold the sanctity of public service.

The Committee further warns that any delay or inaction in addressing these grave matters will leave JKECC with no option but to resort to democratic means of protest, including taking to the streets. The dignity, safety, and morale of government employees are paramount and shall not be compromised under any circumstances, Shah Fayaz President JKECC remarked.

JKECC as the largest representative body of employees stands in solidarity with the affected employees and reaffirms its unwavering commitment to safeguarding the rights and dignity of all government servants, he added.(PTK)
