ACB Nabs Patwari Ruman Qayoom Red-Handed While Accepting ₹50,000 Bribe in Srinagar

Srinagar, October 21: In a major anti-corruption operation, the Jammu and Kashmir Anti-Corruption Bureau (ACB) arrested Ruman Qayoom, Patwari Halqa of Mujagund, Srinagar, after he was caught red-handed demanding and accepting a bribe of ₹50,000. The arrest took place after a complainant approached the ACB, alleging that Qayoom had demanded ₹1 lakh for processing the registration stamp duty and issuing revenue extracts for land the complainant had purchased.
According to the complainant, Qayoom initially demanded ₹1 lakh but eventually settled for ₹50,000 as the first installment, with the remaining ₹50,000 to be paid upon completion of the task. Unwilling to pay the bribe, the complainant instead submitted a formal complaint to the ACB.
Following the complaint, the ACB conducted discreet verification, which confirmed the illegal demand. Subsequently, an FIR (No. 22/2024) under Section 7 of the Prevention of Corruption Act, 1988, was registered, and a trap team was formed. The team successfully apprehended Qayoom at the moment he accepted the ₹50,000 bribe from the complainant.
After completing necessary formalities, Qayoom, a resident of Sector-C, Gulberg Colony, Hyderpora, Srinagar, was taken into custody. Further investigation into the case is ongoing.
The arrest is part of the ACB’s ongoing efforts to crack down on corruption in the region and ensure accountability among public officials.
