Non conversion of 6500 erstwhile SSA teachers into grade-2 puts question mark on credibility of governor administration: Shah Fayaz
Srinagar, JUNE 21 (PTK): Sarva Shiksha Abhiyan a mission oriented scheme was implemented in J&K state in 2003 and for the successful accomplishment of the universalization of education the teachers were recruited through a transparent policy on the revenue village and habitation basis. Since the teachers from towns and cities didn’t prefer to perform duties in far flung areas. So, the teachers recruited under this pattern went to the remote areas and performed their duties with zeal, zest and honestly.
Chairman JK Teachers Association Shah Fayaz said in a press statement issued to media said that, there has been a wrong handling of the scheme on part of the authorities and the poor teachers have been suffering for the last 5 years. The teachers didn’t receive their monthly salaries on regular basis. Besides they have to feed their families and provide medicines to their ailing parents.
The Chairman said that a historic SAC decision vide No:- 166/22/2018 Dated 07-12-2018, came after continuous struggle of the erstwhile SSA teachers under the banner of TJAC an amalgam of teachers associations including JK Teachers Association. After SAC decision a Govt. Order was circulated in which a separate cadre of teachers called as “ Teacher Grade 2” was created under the Level-5 of 7th Pay Comission and Graduation being the minimum educational qualification for the post.
Almost all the Graduate teachers have been transitioned to the supernumerary posts. But unfortunately the6500 undergraduate lot has been deprived of the genuine right of transition with none of their faults. After 6 months no clue regarding the issue and no clue from committee. It is pertinent to mention here that committee framed for the undergraduates is headed by commissioner secretary Finance said Shah.
Since eligibility criteria for the teacher post was 10+2 upto year 2016. These teachers are serving the department from last 16 years and eligibility at the time of their appointment was 10+2. Most of the teachers have crossed upper age limit. This is injustice with them as there are thousands of General line teachers in department who have matric as their basic qualification and are getting all benefits. There are RRTs who are getting all benefits and consequently their basic qualification being 10+2.How can eligibility criteria be changed after 16 years. Already there is level-4 of 7th pay schedule for undergraduates in department and they deserve that.An employee is near to retirement and authorities ask to fulfill eligibility criteria of 2019. There are gazetted officers who are 10+2 and few got KAS on promotion and are enjoying the previliges, how can they fulfill eligibility criteria in 2019, obviously not.
It is important to mention here that on 12 June press conference his Governor of State J&K Satya Pal Malik said, we have regularized 37000 ReT’s chief secretary BVR Subramanian and commissioner secretary finance are very positive, but work is going with snail’s pace regarding these 6500 teachers.
It is also pertinent to mention here that on 12 June 2019 JK Teachers hers Association expressed their gratitude to his Excellency Governor and his whole administration in a press conference held at Press Club Srinagar regarding the transitioning of SSA RReTs to Teacher Grade 2 but reiterated that still 20 percent cases are waiting for their transition. The transition process needs to be hastened.
The Chairman JK Teachers Association Shah Fayaz has called on his Excellency Governor J&K State Shri Satya Pal Malik, Advisor to his excellency Khursheed Ahmad Ganie and worthy chief secretary to intervene personally in this grave matter of concern with which 6500 families are associated , so that ambiguity, uncertainty among teachers will end.
