Government constitutes committee to enquire allegations of irregularities of funds, properties at Ziyarat Khiram

Press Trust Of Kashmir Srinagar Aug 31:- Government has constituted a committee to enquire the allegations of irregularities/ misappropriation of funds and properties at Ziyarat Shareef Hazratbal Khiram.

“Whereas, Ziyarat Shareef Hazratbal Khiram Bijbehara Anantnag, was notified vide SRO 68 dated 09.02.1987 as per the provisions of the Waqf Act, 1978 (as repealed in 2001). The management of said shrine was since being looked after by the local Committees, reportedly elected from time to time and in the year 2015, Government, vide order No. 118/Rev (Haj and Auqaf) of 2015 dated 10.08.2015, constituted a committee to look after the affairs of the said shrine besides that certain sections of the Civil Society of the area were never satisfied with the working of the Managing Committee and approached the Deputy Commissioner Anantnag repeatedly, who constituted a Committee under the chairmanship of SDM Bijbehara, to examine the accounts of the Ziyarat.” Reads the order issued by Tehsildar Waqf Ishtiyak Mohi-ud-din.

“Whereas, the Committee in its report, besides other recommendations, also recommended immediate conduct of elections for the constitution of the Committee to manage the affairs of the Shrine and no such elections were held, and subsequently, Government, vide order No. 128-JK (Rev) of 2022 dated 04.07.2022, dissolved the Managing Committee constituted vide order No. 118/Rev (Haj and Auqaf) of 2015 dated 10.08.2015, and SDM Bijbehara was directed to “look after the management of the said Ziyarat including operation of all bank accounts of the shrine till formal arrangement is made by the J&K Waqf Board and the matter was placed for perusal of the Hon’ble Chairperson J&K Waqf Board, and vide Order No. 85 of 2022 dated 26.07.2022, J&K Waqf Board has taken over the management of Ziyarat Shareef Hazratbal Khiram, Bijbehara, Anantnag and allied properties of the Waqf Unit Khiram.” Order states further.

“Whereas, the Hon’ble Chairperson, (MOS), J&K Waqf Board as well as the Central Office J&K Waqf Board is in receipt of several complaints regarding misappropriation/irregularities/ mismanagement of donations and properties at the said shrine by the Committee constituted by the Government in 2015, and the matter has been viewed very seriously by the Hon’ble Chairpersons J&K Waqf Board.

“Now therefore, a Committee of below mentioned four members is hereby constituted to conduct a Preliminary Enquiry into the allegations of misappropriation/irregularities/mismanagement of donations and properties, and submit a detailed report along with recommendations to the Chief Executive Officer, J&K Waqf Board, within a period of 3 weeks positively.” Order states further.

The committee include ls Masroof Sultan, Pvt. Secretary with Hon’ble Chairperson as Chairman, Mr. Fayaz Ahmad Rather, Sr. Accountant, Nazir Ahmad Wani, Supervisor Accounts Section and Khurshid Ahmad Sheikh, Muhasil Accounts Section as it members.

“The Committee may extend the period of enquiry even beyond the given time period, if required, to ensure all genuine concerns of the general public are addressed.” It adds.
