KUPWARA, SEPTEMBER 28: The Chief Election Commissioner J&K today appointed Ishtiaq Ahmad Bhat as General Observer for Municipal Committees of Kupwara, Langate and Handwara to facilitate the free and fair conduct of ensuing Urban Local Body polls.
